Hand drying is a vital element in the hand hygiene process.  Soap and water may remove bacteria from the skin, but if hands are left damp afterwards they will provide an ideal breeding ground for bacteria. Drying the hands with a disposable towel also creates a certain amount of friction which helps to physically remove any bacteria left on the hands after washing.
